TECHNICAL ASSISTANCE FOR IMPROVING THE DETECTION CAPACITY OF TURKISH CUSTOMS ENFORCEMENT | BULUT BİLİŞİM VE BÜYÜK VERİ ARAŞTIRMA LABORATUVARI

Technical Assistance Project for Improving the Detection Capacity of Turkish Customs Enforcement; In the whole of Turkey Customs Zone customs supervision and control functions of the Commerce Department's administrative, technical and increasing the operational capacity and the Customs Administration Coordination Center (CECC) is a data management project that uses big data and machine learning techniques to improve and strengthen its structure. The overall aim of the project is to use integrated border management in line with the EU Acquis and European Standards.

In the project; Contracting Authority Central Finance and Contracts Unit (CFCU), benficiaryr and end user T.C. The Ministry of Commerce is the General Directorate of Customs Enforcement. Under the leadership of TÜBİTAK BİLGEM, the project was carried out by BYS Group Information Systems Consultancy Trade and Industry Ltd. Şti. and HAVELSAN HAVA ELEKTRONIK SAN. It is carried out by the consortium of VE TIC A.S.

The expected results from the project;

A new data governance tool in order to process all the relevant data from sources such as Customs Data Warehouse, Anti-Smuggling Database and Vehicle Tracking System will be developed.
The new data governance function will be developed and future customs control software programs and all kinds of communication means will be supported.
As a part of the new data governance tool, Anti-Smuggling Database will be integrated into a reporting and visualising tool.
Monitoring of the real-time data will be converted to a more comprehensive system leading to the further steps such as evaluation, decision-making and proactive intervention in the cases.

Given the geographical position of our country, about eight countries (Greece, Bulgaria, Georgia, Armenia, Azerbaijan, Iran, Iraq and Syria) and adjacent seas, Turkey has a very long and difficult to control a boundary structure and a total of 2,949 km of land and 7816 kilometers sea limit. Including 30 land, 7 rail, 68 sea and 62 air Border Crossing Points (BCP). There are a total of 167 crossing the border in Turkey. There are 29 customs offices at land border gates, 4 customs offices at railway gates, 45 customs offices at sea border gates and 12 customs offices at air border gates.

In the project;

Collecting data collected through different operational systems belonging to the Ministry of Commerce, General Directorate of Customs Enforcement, on a common big data platform,
Artificial intelligence-based smuggling and anomaly detection,
Increasing effectiveness in combating smuggling and irregularities,
Speeding up decision making processes,
Shortening of customs control periods,
Legal trade gains accelaration

is aimed.
